In 1994 governments signed the historical ICPD Programme of Action. This agreement positioned human rights at the centre of sustainable development, and recognised reproductive rights as human rights. Now, exactly 25 years later, the Right Here Right Now strategic partnership has published a Shadow Report highlighting achievements and room for improvement.

25 years since the ICPD Programme of Action

25 years ago, governments from around the world met in Cairo, Egypt for the International Conference on Population and Development and adopted the ground-breaking ICPD Programme of Action. That decision recognized that when people are empowered to make their own choices about reproduction – free of force, coercion and fear – the whole world prospers. The ICPD Beyond 2014 Global Report, released in February 2014, revealed how much progress had been made and the significant work that remained to be done. The actions and recommendations identified in the report are crucial for achieving the goals of the ICPD Programme of Action and its linkage with the Agenda 2030. Now, twenty-five years later we need to fulfil the promise.

Shadow Report: Amplifying and Accelerating Action on Young People’s SRHR

Right Here Right Now’s Shadow Report dives into the progress and remaining gaps, in the implementation of the ICPD Programme of Action. The report gives a global analyses, as well as an overview of regional developments and the situation in the eleven countries/regions of the Right Here Right Now strategic partnership. Its goal is to highlight the critical importance of the ICPD+25 review processes in addressing the SRHR issues often left at the margins: Comprehensive Sexuality Education (CSE), youth-friendly SRH services, safe and legal abortion and LGBTI rights.

Regional Reviews: Supplement to the Shadow Report

Since the publication of our shadow report in 2018, there have been regional reviews in each UN region on the progress of the ICPD Beyond 2014 agreements. A supplement has been created in which these reviews are summarised. It also explains the advocacy efforts of RHRN platforms during these reviews. It includes the most important achievements since the publication of our Shadow Report, as well as important regional outcomes for governments to build on.

In 2019 the 52nd Commission on Population and Development will be held in New York with the theme “Review and appraisal of the Programme of Action of the International Conference on Population and Development and its contribution to the follow-up and review of the 2030 Agenda for Sustainable Development”. Rutgers together with the RHRN partnership, the Kingdom of the Netherlands, the Republic of South Africa and She Decides will organize a side-event on young people’s SRHR during CPD. RHRN submitted a written statement for the CPD, which can be read here.

Nairobi Summit: ICPD25 Accelerating the Promise

The ICPD+25 process concludes with the Nairobi Summit in November 2019. This high level conference will convene to advance the further implementation of the ICPD Programme of Action. The conference offers an inclusive platform, bringing together governments, UN agencies, civil society, private sector organisations, women’s groups and youth networks, to discuss and agree on actions to accelerate the implementation of the ICPD Programme of Action. This is an important opportunity for young advocates of Right Here Right Now, as the future is theirs.
